摘要
本文采用文献资料法和定性定量结合分析法,在外部性理论基础上,构建现阶段耕地外部性价值测算框架,并以重庆市为实证研究,结果表明:现阶段,耕地保护外部性价值主要包括生态服务价值、国家粮食安全战略价值和社会保障价值,重庆市耕地保护外部性价值为174.27万元/hm2;研究结果认为,在一定社会发展阶段进行耕地保护外部性价值的准确测算,对设立耕地保护补偿资金、形成完备的经济补偿机制、强化耕地保护战略具有重要意义.
Conductive reasoning and documentation methods were employed to construct a framework about the external value of farmland and provide a reference of compensation for farmland protection.This article argues that farm land actually provides ecological assets with ecological service value,food security value and social guarantee value at the present stage.Take Chongqing for example.Its value of farmland protection is estimated to be 173.75 million yuan/ha.It is concluded that the accurate estimate of the external benefits for farmland is significant for setting up compensation funds,forming a complete economic compensation mechanism and strengthening the strategy of farmland protection.
