摘要
战备滚装码头不但是水路战备工程设施的重要组成部分,也是国防安全的重要保障。现阶段我国战备滚装码头建设与管理存在以下问题:建设投入不足、管理上多方参与、后期维护管理薄弱等,对此提出相关建议:理顺管理体制、健全立法和推进军民融合。
Roll-on docks for combat readiness are not only an important integrant of the waterway facilities for combat readiness but also an important guarantee for the security of national defense.However,there are following problems existing in the construction and management of roll-on docks for combat readiness： the insufficient investment in construction,multi-participation in management,and inefficiency in post-construction management and maintenance,etc.Upon the basis of the analysis of those problems,in the paper given are some relative proposals,such as improving the management system,establishing and perfecting the legislation,and promoting civilian-military integration in construction.
