摘要
研究目的:分析中央政府与地方政府在城市土地市场调控中的博弈行为。研究方法:制度经济学、博弈论。研究结果:利益的偏离及制度的缺陷导致政府博弈;政府博弈产生负向效应;中央政府的监督力度是博弈的关键变量。政策启示:调整相关利益、构建约束机制等、完善土地市场、加强地方合作。
The paper analyzes the game behavior be- tween central government and local government in urban land market regulation. Methods of institutimn-econim- ics theory and game theory are employed. The research shows following results： 1）interests-deviation and in- stitutions-defect lead to the government game; 2）gov- ernment game causes negative effects; 3）local govern- ment＇s supervision power is the key variance which de- cides the game relations. At last, conclusions are drawed from four aspectS： 1）adjust relative interests; 2）build constrain mechanism; 3）perfect the land mar- ket; 4） strengthen regional cooperation.
