摘要
煤炭产业集群的发展依赖于相关配套政策的支持,而对环境政策的研究与制定更是与构建生态型煤炭产业集群的理念相契合。文章在分析煤炭产业集群环境问题基础上,通过建立政府环境监管与企业污染治理的博弈模型,分析研究了环境政策的制定依据,并依此提出煤炭产业集群生态化发展的环境政策方面的建议。
The development of the coal industrial cluster shall be relied on the support of the related matched policies. The study and formulation of the environment policies would be fitted with the theory to establish the ecological coal production cluster. Base on the analysis on the environment problems of the coal production cluster,with the establishment of the gaming model by the government to environment supervision and the enterprise to have pollution control,the basis to set up the environment policies was analyzed and studied. The proposals on the environment policies of the ecological development for the coal production cluster were provided.
