摘要
科技创新人才作为竞争和科技发展的核心要素,是国家和地区发展的第一战略资源,而科技创新人才的创新能力是影响科技人才作用发挥的根本因素。系统阐述了河南省科技创新人才创新能力的现状,并对比分析了郑州市和其它14个副省级城市在科技人才创新能力方面存在的不足,根据层次分析法,构建了河南省科技创新人才创新能力评价模型。
The ST innovation talents,as the core element of competition and technological development,are the first strategic resources of the national and regional development. Then, the innovation capacity of technological innovators is the fundamental factor which influences the effect of the technological innovators and is also the research focus of this essay. This paper states the function and the existing problems of the innovation capacity of the technological innovators systematically and analyzed the differences between Zhengzhou and the other cities in the technological innovator. According to the AHP,the paper built the evaluation model for the innovation capacity of technological innovators of Henan Province.
