摘要
乌尔里希·贝克的风险社会理论中蕴涵丰富的技术风险思想。从制度视角审视技术风险是他的鲜明研究特色。贝克认为,现代技术风险究其本质是一种"人为制造的风险",是"有组织的不负责任"的结果,有深刻的制度成因。机构设计的缺陷、技术决策的失误、技术专家的霸权以及技术王国的形成是现代技术风险产生的重要制度成因。因此,规避现代技术风险,需要借助于风险编排、政治再造、技术民主化和全球治理等制度措施。
The theory of risk society, put forward by Ulrich Beck, contains abundant thoughts of technology risk. The survey of modern technology risk from the perspective of system is the distinguishing research characteristic of the theory. In the opinion of Ulrich Beck, technology risk is both an important feature of modern risk society and the main reason of other social risk. Modern technology risk is essentially man - made risk and the outcome of organized irresponsibility, and there is profound reason in system in the shaping of technology risk. So, in order to avoid technology risk, some measures should be taken, including risk arrangement, political re - constructing, technology democratization, and global governance.
