摘要
"农村社区建设"通常被理解成把城市社区建设模式移植到农村建制村。它不仅包括广受褒奖的城市公共物品与公共服务等"建设内容"的下乡,也悄然伴随着令人担忧的城市社区"管理模式"的下乡,特别是城市社区与基层政权关系模式的下乡。与农村村民自治不同,城市社区管理模式的显著特点就是它的强烈的行政化色彩和对基层政权的依附性,这种关系模式必然严重损害、扭曲村民自治制度,切不可夹带着引入乡村社会,因为村庄里有为数可观的集体资产要靠村民的"自治性"和"自治权"来守护。
The ＂rural community construction＂ is usually interpreted as to transplant the construction mode of urban community into rural village. It includes not only spreading the public goods and public services to the country, but also quietly accompanying with the ＂management model＂ of urban community to the country, especially ~he mode concerning the relationship between the urban community and the grass-roots political power. The remarkable characteristic of the management mode of urban community is its strong dependence to the grass-roots political power, which is very different with the rural villagers＇ autonomy. This relationship mode will inevitably damage and twist the villager autonomy system seriously, so that we must not carry it secretly into the rural society.
