摘要
中国志愿服务蓬勃发展的同时,志愿者权益保障问题也日渐凸显。志愿服务致力于社会公益事业,保障志愿者权益,政府责无旁贷。志愿服务的健康发展必须要有政府的扶持,明晰志愿者权益保障中政府的定位与作用,通过健全志愿服务组织管理制度以及落实志愿服务财政支持与监管等手段相结合而推动志愿服务可持续发展。同时,要实现政府的作用,通过法律明确政府责任,建立完整的法制保障体系,将志愿者权益保障落到实处。
With the development of voluntary service,the issue of volunteer protection has become more prominent.Because voluntary commitment to social welfare undertakings,the government is duty-bound to volunteer protection.The healthy development of volunteer services must rely on the support of governments.Clearing the role and function of government during the volunteer protection,and establishing the management systems of voluntary service organizations,carrying out the financial support and the supervision of the voluntary service,promote the sustainable development of voluntary service.At the same time,to achieve the role of government,it is needed to clear the government responsibility,and establish a complete legal protection system,to make the realization of the volunteer protection.
