摘要
构建水资源安全评价指标体系,是对水资源安全评价的前提条件。从水资源安全概念内涵入手,概况了水资源安全的影响因素,结合指标体系的构建原则,并归纳水资源安全评价中常用的指标体系,建立水资源安全评价指标体系。对正效益指标数据和负效益指标数据进行无量纲化处理,利用雷达图法获得指标数据所围成雷达图的面积,与临界安全和安全所围成雷达图的面积相比较,最终确定水资源安全状况。以六盘水为例,进行实例研究,指标含义明确客观,评价结果符合客观实际,为水资源安全评价提供了依据。
The construction of index system is a prerequisite for the water resources safety assessment.From the connotation of water security,the impact of factors for water security are summarized and the evaluation index system of water resources safety are constructed through combining with the index system principles and summarizing commonly used indicators for water resources safety assessment.The indicator data of the positive benefits and negative benefits for are non-dimensional treated,the area of radar map surrounded by indicator are obtained through using the radar data and compared with that of safe and critical safe map,and then the water security situation is ultimately determined.Taking Liupanshui City as a study example,the result shows that the meanings of the evaluation indexes are clear and objective,the results are accorded with the actuality,which provide a basis for water resources safety assessment.
