摘要
近年来,我国的环境质量急剧恶化,现行污染管制政策的实施效果受到多方质疑。为保证环境管制的有效进行,实现环保质量的提高,通过建立完全信息静态博弈模型,剖析地方政府、管制机构与排污企业的三方策略选择,发现存在"管制俘获"、政企合谋等问题,并提出政策建议以期为环境管制的改革提供参考。
As the environment in our country has deteriorated sharply in recent years,the effects of the pollution charge system is questioned by many people.In order to ensure the effective environmental regulation,realize the improvement of the quality of environmental protection,this paper analyses the trilateral game strategies among local government,regulation institution and pollution emission firm,and found there are many problems,such as ＂regulatory capture＂and the collusions between governments and firms.Then,puts forward some definite suggestions to help achieve the goal of pollution regulation system.
