摘要
基于创新系统理论,将生态环境效应纳入农业创新系统效率评价框架之中,选取2005—2010年安徽省17个地市的面板数据,综合运用3个DEA模型测度安徽省各地市农业创新系统效率,并分析比较了安徽省各地市和皖南、皖北两大地区的效率差异,给出了农业创新系统资源利用的4种模式。采用Tobit模型分析农业创新系统效率的影响因素,研究表明:安徽省农业创新系统效率整体水平一般,各地区及两大地区之间效率差异较为明显,纯技术效率是农业创新效率提高的主要制约因素;农村基础教育水平的提高、金融环境的改善以及自然灾害的防护对创新系统效率的提高有显著的积极影响,产业结构并不是显著影响因素。
Based on the theory of innovation system,using 17 regions＇ panel data in Anhui province from 2005 to 2010,this paper puts ecological environmental effects into the framework of Agro-Innovation Systems efficiency.By utilizing three DEA models,efficiency differences in different parts and southern and northern regions of Anhui are analyzed,four models of Agro-Innovation Systems efficiency are put forward and Tobit model is used to test influence factors of the efficiency.The results show there are medium level of Agro-Innovation Systems efficiency and relatively significant differences among different areas and southern and northern regions.Pure technical efficiency becomes a main restriction factor which restricts agricultural innovation efficiency.To improve basic education in rural areas and financial environment and to prevent natural disasters have remarkable effects on the system,while industrial structure is not a significant factor.
