摘要
由于海洋区域经济和社会发展的不平衡,与海洋利益相关的各种矛盾和冲突也随之加剧。区域海洋管理过程实际上也是区域利益相关者平衡利益关系的过程。如何有效构建区域海洋管理机制,对利益相关者进行利益的合理平衡和治理,是当前区域海洋管理的一个重要问题。因此,需要通过确定利益相关者的权利和利益层次、明确利益相关者利益冲突的法律适用、调整公共政策、协调区域政府间的利益关系等方法展开。
Due to the uneven development of marine regional economy and the society, various contradictions and conflicts related to marine interests have intensified. Regional ocean management is actually a process in which regional stakeholders balance their interest relationship. How to effectively construct regional ocean management mechanism so as to achieve reasonable balance and governance of stakeholders＂ interests is an important problem in current regional ocean management. Therefore, it is necessary to determine the different levels of stakeholders＂ rights and interests, clarify the law application of stakeholders＂ interest conflicts, adjust the public policy, and coordinate the interest relationship between regional governments.
