摘要
水资源是保障人类生存与社会经济发展的重要资源,为保证水资源的合理利用与优化配置,征收水资源费是诸多措施中重要的经济手段。在对江苏省各市水资源费征收现状与管理情况进行全面调查的基础上,通过对水资源费征收标准、现状及使用情况进行分析,针对当前征收标准中存在的缺乏差别性、征收范围不全面、征收标准偏低等问题,提出构建水资源费差别征收标准体系的差别性要素与思路。
Water resources are cardinal in the survival of human beings and the development of society and economy.The imposing of water resources fee is one of the most important economic methods to guarantee the rational use and the optimal allocation of water resources.Some problems are still unsolved,such as lack of distinction,straitness of imposing scales and low standards.The distinctive principles and the main thoughts are proposed based on the comprehensive investigation and analysis of the present imposing and managing situations of water resources fee in Jiangsu Province.
