摘要
水量分配要考虑人与自然的和谐,人与人的和谐,各用水单位之间的和谐。基于福祉经济学思路,论述了水量分配和谐度的内涵,建立了水量分配满意度和公平度的评价体系和方法,两者相乘即为和谐度;并以抚河流域为例,对其各水量分配方案的和谐度进行了计算评价。
This paper is based on the idea of welfare economics,the content of harmony degree of water quantity distribution is proposed,and an appraisal index system about satisfactisfaction and fairness is established.Multiplying the two factors,we can gain its harmoniousness.In the Fuhe River,the comprehensive evaluation of harmoniousness of water quantity distribution programs is conducted.
