摘要
区域创新系统是战略性新兴产业发展的重要依托。然而,区域创新系统作为一种开放性的系统,其创新模式与产业发展相辅相成。本文关注的重点在于区域创新系统的创新模式以及与战略性新兴产业发展阶段和特性相配套的产业政策。文章首先在区域创新要素分类的基础上,对区域创新系统的创新模式进行了划分,然后根据产业发展不同阶段的特征将创新系统与产业政策有机地结合起来,利用区域创新系统作为连接战略性新兴产业与产业政策的纽带,以期得到适合产业发展的、与区域创新系统相配套的科学政策、技术政策、创新政策。
The regional innovation system （RIS） is an important basis for the developing of emerging industries of strategic importance. However, the RIS, as an open system, varied in its innovational model. The focus of the paper, therefore, is the innovational model of the RIS and the industrial polices supporting the development of emerging industries of strategic importance in its different stages. Based on the study of regional innovation factor classification, this paper classes the innovation model of RIS, and reasonably combines the RIS and the industrial polices according to the properties of different industry developing stages, to finally get the RIS-matching scientific, technological, as well as innovational polices, which should be suitable for and provide support for the development of industries.
