摘要
本文从经济学的视角,以2002-2009年我国政府采购的官方数据为依据,分析我国《政府采购法》施行的效果,并从规范政府采购行为、采购资金使用效益、采购市场健康发展三方面进行了考察,结果为:一者预算效果不显著,采购模式效果好,强化公开招标效果显著,而规范采购方式效果不显著;二者总体效果好;三者效果不显著。
Based on the official data in 2002-2009,the paper analyses the effect consequences of China＇s government procurement law by economics perspective.For the normative of government procurement actions,the effect consequences of china＇s government procurement law is not significant for regulating government procurement budget,and regulating government procurement mode has achieved good results,and strengthening the public tender has a significant effect,but for regulating government procurement mode selection is not significant.For improved efficiency of government procurement funds,the effect consequences of China＇s government procurement law is good.For promoting the healthy development of the government procurement market,the effect consequences of China＇s government procurement law is not significant for the expansion of market size;while contributing to the diversification of the scope of government procurement,but the different range of coordinated development is not significant,and has significant effect in promoting the local government procurement practices;As the government procurement market opening,due to data constraints,the paper can not analyses the effects of domestic market opening,but it has not effects in the international market opening.
