阐明了铁路可靠性和安全性的重要意义， 并针对中国铁路的实际状况对中国铁路可靠性和安全性的几个问题， 包括新型质量观、可靠性设计、安全性设计、采办中的可靠性和安全性要求、寿命周期费用。
s: In this paper , the significance of reliability and safety of railway is expounded.In the light of the realistic conditions of Chinese railways, discussion is carried out on some issues about reliability and safety ,including the new viewpoint of quality,the design of reliability and safety,the demands of reliability and safety in the purchase process,the life cycle cost (LCC) ,the life span ,maintenance,etc.Suggestion are put forth.
