摘要
我国村卫生室已经成为仅次于医院的第二重要的医疗服务机构,这得益于农村卫生体系的建设和新农合制度的实施,而且随着新农合制度的发展,对村卫生室医疗服务的需求将更加快速增长。然而,调查中发现,在目前的政策下,村卫生室作为提供基本医疗服务的机构存在着很多问题和隐忧,文章将从村卫生室的分工定位、村医能力建设及医疗服务管理三方面进行制度分析并提出政策建议。
Village clinics are the second most important medical service facilities in China（only after hospitals）becaus e of the establishment of the rural medical service system and the implementation of the new rural CMS.With the development of the new rural CMS,the demands of medical services provided by the village clinics will be increased rapidly.However,according to our investigation,village clinics,as the providers of basic medical services,have some problems under the current policy.This article gives a systematic analysis from the aspects of the policy function of the village clinics,the capability building of the personnel,and the administration of the medical system.At last,some advices are given.
