摘要
随着我国城市化进程的加快,越来越多的农村集体土地被征用为城市建设用地。在此过程中,由于征地过程、补偿标准、利益分配等原因引发了各式各样的问题,笔者通过对群体性事件、上访缠访问题和职务犯罪问题的分析,希望提出规范农村集体土地征用的对策。做到既有效保障农民的合法权益,又确保涉及征地的国家工作人员的廉洁性,使征地变成城市化发展的助推器,使征地变为提高农民生活水平的有效途径,促进城市化快速发展、健康发展。
With the accelerated process of urbanization in China,more and more rural collective land has been expropriated for urban construction.In this process,because the process of land acquisition,compensation,distribution of benefits and other reasons led to a variety of issues,the author wanted to make standardized rural collective land acquisition countermeasures through group events,petition problems and duty crimes problems,to effectively protect the legitimate interests of farmers,and to ensure that staff involved in land acquisition honest,to make land acquisition an effective means to improve the farmer＇s living standard,and to promote the urbanization development in rapid and healthy way.
