摘要
在建立地方政府经营城市模型,并对模型进行分析的基础上,提出地方政府创租模型,进一步分析指出地方政府未来有可能致力于经营管制,即地方政府放大、用足、用活管制权力,为自己谋取经济利益。加快市场化改革步伐是抑制这种趋势出现的必然途径,最后给出了一些具体的建议。
This paper proposes a model of local government rent based on the construction and analysis of a model of local government operating cities, and further points out that local governments will utilize regulation rights subtly to benefit themselves, so it is necessary to speed up the marketoriented reform to restrain it. Some detailed suggestions are given in the end of this paper.
