摘要
从完善农村产权制度,实现农村宅基地使用权流转公平与效率,确保集体土地资产安全等角度出发,分析了农村宅基地使用权流转的合理性。认为在产权明确、充分尊重农民自愿的基础上,规范政府行为,加大对经济发达区域的土地执法监察力度,分区域、有差别地推进我国农村闲置宅基地使用权的流转是合理的。
The paper analyzes the rationality of rural residential land use right circulation from the perspectives of perfecting rural property rights system,realizing the equity and efficiency of rural residential land use right circulation and ensuring the safety of collective land assets.It is deemed to be rational to regulate government behavior,enhancing the land legal enforcement in the developed regions and promote the circulation of rural residential land use right differently in different regions based on clear property relations and full respect for farmers＇ voluntarily.
