摘要
发展农业合作组织是转变农业发展方式,发展现代农业的重要途径。2008年以来,延边地区农业合作组织数量增长快,一直名列全省前茅,但同时又存在农民参与意识不强、合作组织运行机制不健全、政府支持政策不明晰等问题。针对这些问题,政府和有关部门应积极培育农民的合作意识与参与意识;健全内部运行机制,增强发展的持续性;加大扶持力度,落实优惠政策。应始终坚持推动而不强迫、扶持而不干预、参与而不包办的原则,逐步实现合作组织数量的扩张和质量的提升,以此来推动延边地区加快转变农业发展方式。
To develop organizations for agricultural cooperation has become the main approach to advance farm production patterns and modernize China＇s agriculture. Such organizations in Yanbian have increased rapidly since 2008 and even topped the list in Jilin Province. However, lack of the eagerness to participate, unhealthy mechanism and the inaccurate orientation of government＇s support are the problems demanding prompt solution. Therefore, government should make efforts as follows, to actively foster farmers~ ideas of participation and eooperationg to perfect the internal mechanism and enhance the sustainable development to strengthen the support and implement favorable policies. Moreover, it is necessary to stick to the principles which include the following points, to encourage without enforcement to support without interventiong to participate without forced arrangement. In this way, numbers of the organizations for agricultural cooperation would increase steadily and the role of them could be improved so that the agricultural patterns can be advanced accordingly in Yanbian.
