摘要
本文首先对工业行业的资本存量进行详细核算，利用数据包络分析方法计算出各行业的技术效率值。其次，建立行业能源消耗、产出、技术效率之间关系的面板计量模型，采用似不相关回归方法进行参数估计，分析了产出增长与效率提高对不同行业能源消耗的影响，以及行业内部各个影响因素对能源消耗标准差的影响。同时，利用四分图法将不同水平的产出、能源消耗分别与不同水平的能源消耗产出弹性、技术效率弹性相组合，进一步就如何将产业发展与节能减排规划进行有机协调方面的相关问题进行了探讨。
This paper conducts a detailed industry-level capital stock accounting which is then used to calculate technical efficiency of industries using the data envelope method. Then, a panel data model is built to analyze how industrial output and technical efficiency affect en- ergy consumption. A SUR regression is employed to estimate parameters which are used to investigate the individual effect differences between industries＇ energy consumption, as well as different factors＇ effects on energy consumption. Meanwhile, different levels of output and energy consumption are combined with different levels of the elasticity of energy consumption and technical efficiency respectively to further exploit how a dynamically integrated industrial development and energy saving plan can be made possible.
