摘要
在工业化、城市化、国际化的背景下,保障粮食安全既是"三农"工作的重中之重,也是应对复杂国际环境、保持经济社会健康持续发展的重大基础战略。当前,保障粮食安全迫切需要解决一个现实而重要的问题:农活"老龄化"、农村"空心化"现象突出,种粮面临后继无人的窘境。因此,要大力培养新型职业农民,壮大农业人才队伍;要确保财政支农投入保持较快增长,逐步增加对种粮农民的收入补贴;要适度加快土地流转,推进粮食生产的规模化与专业化。
In the background of industrialization,urbanization and internationalization,to ensure food safety is not only the base of the work of agriculture, rural areas and farmers, but also the important basic strategy to cope with complex international environment and to keep the healthy and sustainable development of social economy.Currently,a practical important problem should be settled to ensure food safety,that is,elderly agriculture. So financial aid should be ensured to cultivate professional farmers of the new type,so as to strengthen the group of agricultural talents and promote the scale and professional development of food production.
