Out of the demand of national interests and economical - social development for the innovation, the author asserts the establishment of the systematic innovation principle via the organically bonded and efficiently functioning technological innovation, market operation and intellectual property, also stresses the full devotion to keeping up with the new trends of international technological development, directing the roadmap for systematic innovation, upgrading the innovative abilities of the nation and enterprises, and building the efficient and modern national innovation system.
