摘要
在美国国家科学技术委员会(NSTC)科学分委会的指导下,白宫科技政策办公室(OSTP)于2004年7月印行了一本名为《为了21世纪的科学》的小册子。这份文件从联邦角度简要阐述了本届政府的科技政策,列举了联邦所支持的科学探索的有关成就,同时说明今天的科学将如何为未来的经济进步与国民生活质量的改善构建平台。从政策角度看,该文件对我国制定科技政策包括科技立法都有一定参考价值。
Under the direction of the National Science and Technology Council's Committee on Science, a pamphlet titled 'Science for the 21st Century' was produced by the Office of Science and Technology Policy (OSTP) of the White House. This pamphlet details the science policies and accomplishments of the current Administration and illustrates how today's science sets the stage for benefits to the economy and national quality of life far into the future. From a policy perspective, this document is of reference value to the formulation of S&T policies and the relevant legislations of China. The following is a brief digest of the document in Chinese.
