摘要
促进义务教育均衡发展是我国教育改革发展的重要战略和长期任务,而义务教育阶段城乡教师资源的均衡配置则是义务教育均衡发展的基础和关键。目前我国城乡教师资源在生师比、性别结构、学历及职称结构、学科结构方面有较大的差距。因此,加大财政转移支付力度,提高农村教师待遇水平;建立合理的教师定期流动制度;因地制宜,合理定编定员;构建高素质教师的补充机制将成为改善农村教师资源结构和促进城乡教育均衡发展的有效途径。
It is an important strategic and long-term task of education reform in China to promote the balanced development of compulsory education. And the balanced configuration of teacher resources between urban and rural in compulsory education is the foundation and key of he balanced development of compulsory education. At present, there are larger gaps in student-teacher ratio, gender structure, record of formal schooling and professional title structure, and subject structure in the teacher resource between effective ways should be taken to improve the rural teachers resources of urban and rural education：increasing the transfer payment strength urban and rural in our country. Therefore, structure and promote balanced development and improving the rural teachers treatment level, establishing the reasonable teachers regular flow system, adjusting measures to local conditions to ensure reasonable personnel allocation and building the complementary mechanism of high quality teachers.
