摘要
社会救助制度作为社会保障制度的第一块基石,对于解决现代社会弱势群体问题具有十分重要的意义。在现代市场经济条件下,"应得正义"作为一种原初的分配正义具有必要性,但也具有天然的局限性。社会救助制度的分配正义价值,体现为与需求原则、平等原则和共享原则相联系的"底线正义"。坚持社会救助制度的底线正义价值,有利于实现社会主义公平与效率的统一,推动社会主义和谐社会的构建。
How to solve the problems of social disadvantaged groups and concern their interests is a common task faced by the modern society. As the first cornerstone of social security system, social assistance system is of vital importance for solving the problems of the disadvantaged groups. In market - oriented economy, though deserved justice is necessary as an original distributive justice, it has some inborn limitations. The distributive justice value of social assistance system appears as the baseline justice which is accordance with the principle of demand, the principle of equality and the principle of share. Adhering to the baseline justice value of social assistance system is favorable for the unification of socialist equality and efficiency as well as the construction of a harmonious society.
