摘要
目的了解社区卫生服务中心基础设施与设备的配置现况,为卫生行政部门制定社区卫生规划提供科学依据。方法采用问卷调查、小组访谈等调查方法,定量研究与定性研究相结合的方式,调查、分析天津市、吉林省长春市和云南省昆明市的45个社区卫生服务中心的设施、设备配置情况。结果 (1)业务用房面积达到1 000平方米的中心有37个(82.2%);10个中心租用房屋,经费基本自筹。(2)全科诊室设置名实不符,部分机构保留原来专科诊室的内部分工。(3)基本医疗仪器设备多数齐全,但是陈旧老化、配置档次较低。结论各级政府应按照国家《社区卫生服务机构建设规划》要求,合理规划布局,规范建设与设置标准,加快社区卫生服务机构建设;卫生行政部门应兼顾历史与现状,合理调整、不断健全完善科室设置;调整规范社区卫生服务中心(站)的设备配置标准,并加快更新完善,以保证功能需要、诊疗质量与医疗安全。
Objective To learn the facility instrument of community health services（CHS） centers in order to provide an scientific evidence for formulating the planning on community health services. Methods The questionnaire survey and group interview were taken,and the mode of combined quantitative and qualitative researches was used to investigate and analyze the conditions of facility instrument in 45 CHS centers from Tianjin,Changchun and Kunming. Results（1） There were 37（82.2%） institutions whose building area≥1 000 m2;and ten who rented the houses and raised founds by themselves.（2）The general clinic rooms were unqualified with professional functions,and some institutions kept the original specialties.（3） The basic medical equipment was incomplete in most of the institutions,being older and in a lower level. Conclusion The government at all levels should make a reasonable layout of CHS institutions,standardize the criteria of construction and facility instrument so as to ensure the functional demands,quality of medical care,and medical safety.
