摘要
公民警校建设在西方国家已经取得了显著的成效,从社会环境、警民关系、公安工作等角度来分析,创建上海公民警校是由特定的时代背景所决定的。上海结合自身公安工作和警民关系建设的现实需要,依托现有公安教育训练体系和资源,在全国公安系统中首次成立了上海公民警校。通过一年多来的规模办学和多形式、多渠道的宣传,公民警校在推进和谐警民关系建设方面发挥了独特作用,并积累了一定的实践经验。
West countries have made significant results in the construction of citizen police academies. Analyzed from the perspective of social environment, police - citizen relationship and police work, the construction of citizen - police academy is determined by certain social background. Considering the real needs of Shanghai police work and the construction of policecitizen relationship and based on the system and existing resources of police education and training, Shanghai is the first city to establish the Shanghai citizen police academy among the police counterparts in China. After one year＇s operation of the citizen police academy and by various ways and channels to propagate it, the citizen police academy has played its unique role in promoting the harmonious development of police- citizen relationship and accumulated some experience in practice.
