摘要
立足于我国单项体育协会发展的实际情况,基于政府职能转变的视角,分析我国体育协会的生成模式及与政府间关系,政府部门与单项协会职能方面中的偏差、错位与缺位等,对政府及体育协会职能转变的动力机制以及内在影响因素进行深入地分析,探讨新形势下我国运动项目协会发展和改革的路径,研究认为:体育管理体制改革受制于经济体制和其他社会改革的进程,我国单项运动协会仍处于初级发展阶段,深化运动协会改革是一项复杂的系统工程,必须循序渐进;政府职能的转变应使体育协会"有事可做","有事能做","有事要做"。
This paper is base.d on the development of sports federations of the actual situation, from to the perspective transformation of government functions, analysis of the establish mode and the sports associations and intergovernmental relations, government departments and associations that the deviation functions , such as dislocation and absent , the functions of government and sports associations and the dynamic mechanism of change in the internal factors affecting the in - depth analysis to explore the new situation of China Association for sports development and reform of the path of that ： Sports Management System subject to the economic system and other social reform process of sport associations are still at an early stage of development, deepening reform and Sports Association is a complicated systematic project, must be gradual ; change of government functions should be made of the Sports Federation ＂ has something to do＂ , ＂do something＂ and ＂something to do. ＂
