摘要
技术标准创新是高新技术产业化的一个核心问题。高新技术产业技术标准创新的动因有技术创新及其成果转化、产品更新换代和产业升级、供应链成员之间的技术协调和基于网络效应的主导标准之争。高新技术产业技术标准创新的组织模式包括:政府主导模式、企业自主模式、协会标准模式和技术标准联盟。推动高新技术产业的技术标准创新,必须建立完善的公共政策体系。
The innovation of technology standards is the core problem of industrialization of high and new technology. The motivations to innovation of technology standards of high and new technology industries include innovation and application of technologies, upgrade of productions and industries, technology coordination among members of supply chain, and conflicts of dominant standard based on web effect. The organization models of innovation of technology standards of high and new technology industries should be consisted of government dominate model, enterprises seff-control model, association standards model, and alliances of technology standards. The sophisticated public policy system should be constructed to improve the innovation of technology standards of high and new technology industries.
