摘要
低碳经济是未来中国可持续发展的主方向,技术创新是关键。标准化与低碳经济在持续改进与螺旋渐进的规律下相互作用,共同发展,并以一种柔性的技术渗透方式嵌入到社会发展体系中,是技术创新产业化链条的重要环节。标准化通过"系统协调与整体推进"、"技术积累与创新扩散"、"提高质量与减少浪费"、"持续改进与螺旋渐进"、"消除壁垒与促进合作"、"市场机制的技术支撑"、"地方标准与区域减排"等7个方面推进了低碳经济发展。
The authors hold that low-carbon economy is the main direction of China＇ s sustainable development in the future, and technical innovation is the key to a low carbon economy. Standardization and low-carbon economy interact under the law of continuous improvement and spiral progress, and joint development. They are embedded in social development system in a flexible way of technical penetration, which are an important link in the chain of the industrialization of technological innovation. Standardization promotes the development of low-carbon economy from the following seven aspects, ＂system coordination and overall progress＂, ＂technology accumulation and diffusion of innovation＂, ＂quality improvement and waste reduction＂, ＂continuous improvement and spiral progress＂, ＂barriers elimination and promotion of cooperation＂, ＂technical support for the market mechanism＂ and ＂local standards and regional emissions＂.
