摘要
荆州刺史刘表在依靠地方豪族建立“地方数千里，带甲十余万”的地方政权后，据地江汉，从容自保，安定州内，发展文化教育，使荆州保持近二十年的稳定，出现了“财谷如山”、“民又丰乐”的繁荣局面。
LIU Biao, the governor of Jingzhou Prefecture covering the Changjiang-Hanjiang plain, founded the local government which governed 'thousands of areas and more than one million of soldiers' with the support of the local wealthy and influential clans. He protected and stabilized the prerecture savely and developed cultural education actively there. The stability in the prefeture lasted nearly twenty years, which resulted in a prosperous situation of 'the finance and grains as hills' and 'the people with harvest and happiness.
