摘要
公共卫生专业机构回归公益性是推进公共卫生服务均等化的基础。本文以深圳市福田区疾病预防控制中心回归公益性的探索为例,分析回归路径中的主要障碍,并针对性的提出五项策略,即坚持政府主导、健全保障机制,实现职能转变,树立服务意识,加强能力建设,完善绩效考核。
The foundation of public health institutions to promote equalization of public health services is returning public welfare.We take the exploration of returning to public welfare of Center for Disease Control and Prevention of Futian district in Shenzhen as an example to analyze the main obstacles of returning and to provide five specific strategies,including adhering to government＇s leadership and improving support mechanism,realizing the change of functions,establishing service awareness,enhancing capacity construction and perfecting performance appraisal.
