调整滑准税率对我国棉农的影响——基于COMPAS模型的实证分析 被引量：4

摘要 本文在测算棉花滑准税率、进口平均关税率、国产棉花和进口棉花的自价格和交叉价格弹性的基础上,利用COMPAS模型定量分析了棉花滑准税率调整对国产棉花和进口棉花价格的影响。研究表明,滑准税率上调,棉花销售量虽有下降,但由于国产棉花价格上涨幅度大于销售量下降幅度,使我国棉农收入增加,从而提高了棉农种棉的积极性,增加了国产棉的供给。为保证棉农收入与棉花产业健康发展,本文提出了适当提高滑准税的基准价格等政策建议。
