摘要
财政政策历来都是政府促进产业发展的一项主要经济政策,深入研究如何优化和完善财政政策培育和发展农业产业集群,延长农业产业链,拓展农业内部就业空间,不仅对于推进农业和农村经济结构调整,发展农村经济,增加农民收入意义重大,而且对于缓解城镇就业压力也具有重大意义。本文分析了农业产业集群就业创造效应,总结了现行财政政策在促进农业产业集群方面存在的不足,提出了拓展农业内部就业空间的具体财政政策建议。
The fiscal policy is all along a key economic policy used to improve industrial development by the government.Making a deep study on how to optimize and enhance the fiscal policy,cultivating and developing the agricultural industrial clusters,extending agricultural industrial chain,expanding employment space in agriculture,not only for promoting agriculture and rural economic structure adjustment,developing the rural economy,increasing farmers＇ income,and for easing the pressure on urban employment is of great significance.This paper analyzes the capability of soaking up labor in China based on the agricultural industrial clusters,and summarizes the existing problems of the fiscal policy in promoting the agricultural industrial clusters.Further more,this paper gives some concert suggestions on improving the fiscal policy to expand employment space in agriculture.
