摘要
经济落后国家或地区总体上都潜在后发优势,但这种潜在后发优势能否发挥,不仅取决于资源禀赋,还取决于由不同社会制度、经济环境下技术进步、人才培养、资金流向等情况。本文对山东省茌平县通过充分利用自身资源、营造良好经济环境、加大技术引进和资金投放等手段,一跃成为山东西部第一个全国百强县的案例描述,揭示和分析其后发优势得以充分发挥必须具备的基础和条件,为欠发达地区实现经济跨越式发展提供了新思路。
Less developed countries normally have late-development advantages, but whether these advantages could be taken fully is not only related to the resources but also social institutions, technology development, human resources and capital flow. As a less developed county that does not have enough resources, with the development of about 10 years, Chiping now has become the first ＂top-lO0 counties＂ in the western area of Shandong province. Consider Chiping as an empirical research object, by analysis the characteristics and the realization way of Late-development advantage, to attempt to provide a reference for other counties that in less developed areas.
