摘要
1978年改革开放以来,中国进入了一个急剧变化的社会转型时期,中华民族大踏步赶上了时代前进的潮流;而当代中国转型的启动,则应始于1949年新中国的成立。伴随着这一转型过程,信访治理,这一极具中国特色的社会主义国家治理方式开始创建、发展,并不断调整、完善,在不同时期发挥着不可替代的重要作用。信访治理始终围绕着社会转型的中心任务,为大局服务。当前信访问题突出,是与我国社会大变革、大转型进程相伴随的特有现象。要根本解决信访问题,化解矛盾纠纷,必须从当前实际出发,大力推进和谐社会建设,从深化信访制度改革入手,走法治化道路。
Since the reform and opening-up in 1978 years,China has entered in the period of rapid social transformation,the Chinese nation caught up with the trend of the progressive era in great stride;the transformation of Contemporary China started in 1949 from the establishment of the new China.With this transition process,the complaint management,one socialist country management way with Chinese characteristic began to create,develop and continuously adjust and perfect,in different times plays an irreplaceable role.The complaint management always centered around the social transition of the central task and serve for the big picture.The current petition problems,with the great changes in our society is big,the transformation process accompanied by special phenomenon.To solve the problems at complaint,resolves disputes,we must start from the actual conditions,promote the construction of a harmonious society,deepen the reform of the system,and take the legal path.
