摘要
统一协调的区域法制环境,已经成为推动区域经济发展的内在要求。现行立法体制下以行政区域为单位各自为政的地方立法已难以适应区域经济一体化的进一步发展。适应区域经济一体化发展客观趋势,在不打破现有行政区划制度和现行立法体制框架下,软法之治是解决目前区域立法滞后和地方经济立法冲突的适宜路径选择。
Creating a unified and coordinated regional legal environment has become an inherent re- quirement for promoting regional economic development. The fragmented local legislations under the cur- rent legislative system have made it difficult to meet the demand of further development of regional eco- nomic integration. To adapt to the objective trend of regional economic integration, the governance modes of economic soft law is the appropriate way to addressing the current regional delay of legislation and the conflicts within the local economic legislations.
