摘要
在泛珠三角地区,政府间协议已经成为实现合作和解决争端的最为重要的区域法治协调机制之一。面对区域经济一体化的现实要求,尽管在个别行政领域必要的统一也许是合理的,但总体上并不能以统一为基本的模式选择,而应当是地方政府间的积极协作;在依法治国的背景下,政府间的协作应当是一种制度化合作,主要是政府间协议。
In Zhujing delta,administrative agreements are the new tools to realize cooperation and to settle disputation.In face of regional integration,unifying legally is not reasonable.Intergovernmental cooperation is a good choice .On the background of rule of law ,coordination between local governments is to be institutionalized.As for Zhujiang delta,administrative agreements are the most significant instrunment of cooperation and problem resolution.
