摘要
针对当前粮食行政主管部门没有办法准确获得粮食收购数据的问题,以及国家对保障粮食宏观调控的需求,研究了一种基于RFID技术的粮食收购数据采集管理模式,基于此建立了农户结算卡管理系统,设计了农户结算卡管理系统的体系结构、功能结构和信息流程.该系统以农民为核心,以财政补贴为驱动,以结算卡为纽带,以运营平台为支撑,实现了粮食流通信息采集、收购贷款监管、收购发票稽核、补贴监管、快速安全结算、粮食安全追溯等一体化管理.研究表明为粮食行政主管部门了解粮食收购市场状况提供了有效的技术手段与数据支撑.
Aiming at the current failure in accurate grain purchase data collection and the demand for the guarantee of the national macroeconomie control of grain, this paper studies a management mode for grain purchase data collection based on RFID technology, and establishes a farmer card management system. The systematic structure, functional structure and information flow of the farmer card management system are designed. Often- ted to farmers, driven by financial subsidies, tied by farmer card and supported by the operation platform, this system realizes the integrated management of grain circulation information collection, purchase loan supervision, purchase invoice audit, subsidies supervision, quick and safe balance and grain security tracing.
