摘要
推进农村土地流转是国家政策导向,是探索促进农村剩余劳动力转移,解决农村土地细碎化问题,实现农业适度规模经营的重要途径。将我国农村土地流转制度演进大致分为政策松动、法律开禁、法律规范、政策助推四个阶段,并围绕加强法律法规建设、强化管理服务职能、丰富农地流转形式、增强农地流转监管等方面对未来农村土地流转制度的完善进行了思考,以求推进我国农村土地流转机制健全,促进农业产业化发展,保障农民群众的根本利益。
To promote the circulation of rural land is the guide of national policy,it is also the important method to explore and promote the transfer of rural spare labor force,to solve the problem of rural land and to realize the agricultural moderate scale operation.This paper divides the evolution of rural land circulation system into four phases that are roughly the loose of policy,the relief of law prohibition,the normalization of legal regulation and the boost of policy.And the paper brings about some countermeasures for perfecting the rural land circulation system,such as to perfect the laws and regulations,to strengthen the management service functions,to increase the forms of rural land circulation and to enhance the rural land circulation supervision,which will perfect the rural land circulation mechanism and promote the agricultural industrialization and ensure the fundamental interests of the farmers.
