摘要 1.污染控制的局限性现行的“污染控制”存在很多缺点。这些控制办法往往只是把有害污染从一个环境转移到另一个环境,而不是彻底消除它们。空气和水处理技术,如袋滤室、涤气器都会产生危险废尘或必须填埋的污泥。处理废液的蒸发池、空气吹脱塔等,在运行时会把废物中的某些挥发性化学品带到空气中去。此外,用于除去液体或气体中毒物的吸附材料,用毕后运去填埋,会对填埋地的地下水产生潜在污染问题。 Nearly everyone today agrees that hazardous chemical wastes are a serious threat to human health and the environment. Since the debut of the chemical industry in the 1940s, the production of chemicals has burgeoned to hundreds of billions of pounds a year. And in the wake of producing a multitude of products ranging from plastics to drugs, to solvents-a flood of toxic and hazardous byproducts has been generated, contaminating the land, air and water in the U. S. The regulations made by the American government in the past for the disposal of chemical wastes have focused on 'management' such as landfilling, incineration and other methods. But, experience in the past several decades has proved that this management is an insufficient answer to the pollution problems. This article suggests that the effective way of waste control is to adopt new production processes to reduce the amount of wastes generated. It also presents examples to show the results achieved by using these processes.
