摘要
循环经济是实现可持续发展的新型发展模式,是21世纪的必然选择。循环经济按照"资源-产品-再生资源"的闭环式模式运行,遵循减量、再利用和再循环的原则,核心是实现资源的节约和再循环利用。伴随产业经济的发展,尤其是第二产业,资源、环境问题日益突出,河北省积极响应国家政策,大力发展循环经济。而财税收政策是优越于其他经济手段的宏观调控手段,可以促进循环经济,进而促进产业经济的发展。阐述了循环经济视野下河北省产业经济的发展现状,并在分析循环经济视野下河北省产业经济发展财税政策存在的问题的基础上,提出了完善的对策建议。
Circular economy is a new developed model to achieve sustainable development and an inevitable choice for 21st century.The core of circular economy is to realize the resource conservation and recycle utilization that is in accordance with the closed-loop mode of ＂resources-products-renewable resources ＂.At the same time,it follows the reduction,reuse operation and recycle principle.Along with the development of industrial economy,especially the second industry,resources and environment problem are serious day after day.Hebei province responses the national policy actively,and vigorously develop the circular economy.But the fiscal policy is superior to other economic means of macro economy,and it also can promote circular economy,so further promote the development of industrial economy.The paper expounds the status quo of the development of industrial economy in Hebei province from the perspective of circular economy.Based on the analysis of existing problems of industry fiscal policy viewing from economic development,some suggestions are put forward.
