国有土地使用权“招拍挂”出让方式改进研究 被引量:2

摘要 国有土地使用权"招拍挂"出让使得土地资产的价值得以实现。然而,"招拍挂"出让方式实现土地资源高效配置的同时,也推高了地价。"招拍挂"出让方式在规则设计与实际使用过程中确有不完善之处。文章首先简要介绍了现行的国有土地使用权"招拍挂"出让方式,在此基础上进一步分析三种方式设计与使用中存在的不足,并提出通过推行综合评标法、改良竞价规则、充分运用市场手段等措施,改进现有出让方式。 Granting the state-owned land use right by invitation of bidding,auction and listing realizes the value of land asset,and also allocates land resources efficiently.However,it is criticized widely for driving up housing prices recently and exposed the imperfect place in the rule design and the actual use process.Therefore,it is time to improving the system.This article briefly introduces the state-owned land use right grant method,then analyses the 'invitation of bidding,auction and listing' on this basis,points out its existing inadequacy,and finally recommends some measures to improve the method,such as executing the comprehensive bid-evaluation method,adjusting auction rules and making full use of market instrument,etc.
