摘要
为了对现有土地管理工作绩效进行客观评价,发现土地管理中的问题,寻求破解之道,以利于提高土地管理水平,首先探讨当前城市运营背景对土地管理过程中出现的问题,以层次分析法构建评价指标结构模型,并用模糊聚类法处理各级指标.以浦东新区土地管理为例进行实证分析,对该指标体系做了验证.通过理论与实证分析,提出了一种可操作的,基于城市运营背景下的土地管理绩效评价指标体系.为政府诊断土地管理中存在的问题,有针对性地提出具体改革措施,对更好地运营土地,进而运营城市具有重要意义.
The study is to make objective appraisals on present land management performance, to discover the problems and corresponding methods of resolution in order to improve land management. First, the problems that arise in land management on the base of urban operation was analyzed. Then the measure of AHP was used to establish a structural evaluating indicator model and processes all levels of index by Fuzzy Clustering Method. Finally, Pudong Area was set as an example to demonstrate the application of AHP in evaluating land administration. Through the analyses in theory and demonstration, the paper puts forward an operable indicator system to evaluate the land management performance. The governments can apply it into diagnosing the problems in land management and bring forward corresponding reform. It is meaningful for land management and further urban operation.
