摘要
城市群正成为我国区域经济发展的核心增长极,运用保险手段实现经济与环境的双赢,从而推动区域整体发展是当代区域经济研究的新课题。以长株潭(长沙、株洲、湘潭)城市群为例,随着城市化、工业化的加速推进,客观上需要对可能导致环境污染突发性事件进行防范和化解。实施环境污染责任保险,既是推进"两型社会"建设的迫切要求,也是贯彻低炭经济发展理念的具体实践,可以对促进其他城市群经济发展发挥以点带面的示范带动作用,创新建立政府行为引导和市场机制主导的社会管理办法。
Urban agglomeration is becoming the core growth pole of our regional economic development. A new topic in the contemporary regional economic research is how to use insurance means to achieve ＂win-win＂ situation between economy and environment, thus promoting the region＇s overall development. Taking the Hunan province＇s Chang-Zhu-Xiang urban agglomeration for example, the quick acceleration of urbanization and industrialization make it highly necessary to prevent and dissolve the abrupt events which may cause environmental pollution. Therefore, implementing liability insurance of environmental pollution is the urgent demand to push the construction of ＂Two-oriented Society＂ forward as well as the concrete practice to implement low-carbon economic development. Moreover, it＇ll play an exemplary role from point to area in promoting the development of other urban agglomeration, and establish the new social management approaches which is guided by the government and led by the market mechanism.
