Study on China's Carbon Dioxide Emissions Efficiency

摘要 本文基于非意愿变量Ruggiero三阶段模型对1998-2008年我国29个省级地区进行评价,旨在求解生产过程中给定各种投入要素和产出水平下实现碳排放污染最小化的效率指标。继而进行区域效率差异的比较,并运用核密度估计分析地区差异动态演进,最后,采用面板回归考察影响因素。研究发现:我国碳排放效率逐步提高,但区域分化明显,由"单峰"向"双峰"演变;效率改善更大程度上是来源自逼近效率前沿的结构性改善,而技术进步效应尚且不足。我国经济的迅速扩张并未对碳排放效率构成较大负面影响。产业结构调整对改善碳排放效率卓有成效,但改善作用对不同区域影响力度不同。 Based on non-discretionary variables in the three-stage Ruggiero model, this paper evaluates the efficiency of 29 provincial regions from 1998 to 2008, in order to solve the efficiency indicator which can achieve carbon emission pollution minimization with given inputs and outputs of elements in the production process. Then we compare regional differences in the efficiency, analyze dynamic evolution by kernel density estimation and investigate influencing factors by panel regression. The conclusions show: China's efficiency of carbon emissions has been gradually increased while the regional differentiation is obvious, evolving from "single peak" to "twin Peaks"; efficiency improvement is mainly due to cutting-edge approximation of the structural improvements in stead of technology progress. China's rapid economic expansion did not have a large negative impact on carbon emission efficiency. The adjustment of industrial structure has improved efficiency on carbon emissions, but the effects are different in different regions.
