摘要
为了打破'缅甸困境',美国将对缅政策由孤立与制裁调整为接触与制裁并重的两手政策。新政策开启了两国高层接触的大门,两国关系将从僵持与对抗时代进入缓和与对话的新时代。但美缅两国间的固有矛盾并未解决,美国也不会放弃对缅甸的制裁,两国关系很难根本改观。美缅关系的变化有可能对中缅关系造成不利影响,但不会使中缅友好关系发生根本变化。
In order to break the ＂Burma dilemma＂, the US government adopted the two-side policy, which attached importance to both contact and sanction. The US-Burma Dialogue started the bilateral high-level contact, thus making their relationship from stalemate and confrontation to relaxa tion and dialogue. However, the inherent contradiction between two countries hasn＇t been solved yet, and US government would not give up the sanction to Burma, so the bilateral relationship cannot be easily changed fundamentally. The change of US-Burma relationship will have a bad influence on Sino-Bur ma Diplomacy to a certain degree, but the Sino-Burma relationship will not be changed significantly.
